Lee Perry seems to have all of my favourites:

"Take off your jacket and suck it. This is cold sweat!" ("Cold Sweat" by The Upsetters)
"Unite, black people, unite. It's time we stop our fuss and fight." ("Dreadlock Corner" by Prince Jazzbo)
"(Phone rings) Hello, this is headquarters, Rebels' Revolution. / Can I speak to the Upsetter? / No, he's busy! (baby crying)" ("Headquarters" by Dillinger)
Without music, life is an error. (Nietzsche)

Danai wrote:Not really a spoken intro in the same way as other examples above, but for me the toast at the start of bad days dub (from scientific dub) really fires the tune up nicely...."in times like these, mother and father fighting 'gainst one another, sister and brother livin' like a bad weather, Dread Iyah....yeeahhh!!

Anyone know who is responsible for the chat and if there is anywhere to be found, a full dj piece to this hotta fyah killa

I could be wrong, but I think it sounds like Jah Stitch

Natty has become a hurricane got a terrible dread intro

I deeply love the Ras Michael - Run Come Rally ontro, though very slow, long and deep (the outro is crucial too)

More dynamic, I always love Prince Alla when he speaks on the riddim
